MJ Strategies is a woman- and minority-owned professional services firm supporting government agencies, utilities, prime contractors, and large institutions nationwide.
The firm was founded to do one thing well: put qualified people on programs where the work has to hold up: to an auditor, to a regulator, to a client whose funding depends on the record being right.
The firm was founded by Sheila Manek Jenkins, a mechanical engineer whose career began in oil, gas, and utility infrastructure before she spent more than twenty years leading federally funded housing and infrastructure programs, running portfolios in the billions across Louisiana, Texas, New York, and Florida.
That combination is deliberate. Engineering judgment about how physical infrastructure actually gets built and maintained, paired with two decades inside programs where every decision is auditable, is the standard she built MJ Strategies around. She leads the firm today.
Supporting her is a senior operations team drawn from the same programs, with direct experience running multi-site deployments, QA/QC, inspection functions, and construction delivery at scale.

Sheila is the founder and sole owner of MJ Strategies, and a mechanical engineer by training with a B.S. from the University of Texas at Austin.

She spent the first seven years of her career in oil, gas, and electric utility engineering. At Schlumberger she developed integrated well designs from concept through commercialization. At National Grid she managed capital infrastructure for a major northeastern gas and electric utility, designing and replacing roughly 100,000 feet of low and high pressure leak-prone pipe across New York City, delivering projects from $1M to $8M at better than 10 percent savings, and building the NYC Encroachment Program to protect facility integrity. That work was run to National Grid operating procedures and PSC safety standards.
She has since spent two decades leading federally funded recovery and infrastructure programs. As Program Director of NYC Build It Back, she ran the $2.7B post-Sandy housing recovery effort with a 120-person multi-site team, delivered reimbursement to more than 5,000 homeowners, and designed the payment review process that cleared roughly 2,600 invoices in vendor disbursements. Earlier, on the $600M NYC Rapid Repairs program under FEMA's STEP pilot, she helped restore heat, hot water, and electricity to over 20,000 residences. At APTIM she served as Deputy Program Manager for the City of Houston's Hurricane Harvey master program, administering a $450M FEMA grant alongside $1.2B in CDBG-DR funding. At Tidal Basin Group she led the Housing, Community Development and Infrastructure business line, sponsoring Florida's $871M emergency rental assistance program and advising Puerto Rico's CDBG-DR housing reconstruction effort.
She is versed in 44 CFR, 2 CFR Part 200, HUD regulations, the FEMA PAPPG, and Stafford Act programs. Her utility engineering background anchors MJ's Utilities and Energy practice at the ownership level rather than through a single hire.

Kevin serves as Vice President of Operations, reporting to the owner and leading day-to-day delivery across the firm's practice areas. He brings more than seventeen years in program management, construction oversight, project controls, and quality assurance on large publicly funded programs.

His background spans both field delivery and the systems behind it. As a Senior Project Controls Specialist based in Brazil, he handled corporate process integration through an acquisition, ran procurement and importation covering bids, purchase orders, manufacturer scheduling, warranties, and delivery, and produced monthly cost reporting across five projects ranging from $500K to $20M.
On New York City's Build It Back program he led the cross-agency task force, coordinating seven city agencies to resolve permitting, controlled inspections, and permit closeout. He managed utility coordination across 8,000 projects, forecasting and sequencing electric, water, and gas disconnection and reconnection with utility companies and permitting municipalities, and implemented an accelerated process that cut service delays by roughly 50 days. He also built and led the grant management team that reviewed 2,600 vendor invoices against construction scope, wage compliance, liquidated damages, and performance metrics.
Kevin has built QA/QC systems at scale, creating and running the review process for a $750M program serving 20,000 applicants, covering 8,500 grant packages worth $360M produced by more than 250 staff. He has managed FEMA temporary housing haul and install missions across Louisiana, Iowa, and Georgia, and on the Texas GLO homeowner assistance program he opened and staffed a regional office, cut average build times from over 120 days to 70, and finished ranked first among program contractors.
